Dave Carter is a regional director for the Flower Hill Institute, an indigenous-led nonprofit coordinating the technical assistance network USDA’s AMS established for a more resilient, diversified, and equitable meat and poultry processing system.

Previously, Carter served as executive director of the National Bison Association. He helped lead the campaign to designate bison as the National Mammal in 2016. He also helped organize the Center of Excellence for Bison Studies at SDSU..

He is the former Chair of USDA’s National Organic Standards Board and later helped gain approval for non-GMO labeling of meat, poultry, and dairy products.
